A lower annual total is meaningful, but it does not make the underlying events routine or interchangeable. The census supports analysis by event, industry, occupation, demographic group, worker status, and geography. Each view answers a different prevention question.
Safety reporting should avoid converting fatalities into decorative dashboard metrics. A serious publication states the human consequence, preserves the official definitions, and resists unsupported claims that one technology or program caused a national change.
How the data should influence system evaluation
Buyers should test whether their system can connect internal events and exposure data to appropriate external classifications without exposing personal information or erasing local context. Contractor and temporary-worker treatment must also be explicit.
Market research can examine whether provider capabilities support reporting, investigation, controls, action closure, and learning. It cannot infer that those capabilities reduce fatalities without a valid study design and evidence.
