Provider capability records

A capability matrix can tell a buyer where official positioning exists. These records go further: each one defines the operating job, source boundary, evidence packet, exception test, authority context, and conditions that should decide whether a provider remains in consideration.

How to use this library

Begin with the capability that belongs to the buyer's real workflow, then inspect the provider combination. “Documented” means a current official source supports relevant positioning. It does not mean the publication observed the product, verified a configured package, established conformity, or measured an outcome.
