An EcoOnline cross-site dashboard needs a shared measurement contract

EcoOnline presents safety data from one or many sites in a common system with dashboards for trends and performance. Central visibility is useful, but location comparisons remain misleading unless every metric shares defined event rules, population or exposure denominators, time boundaries, missing-data treatment, and revision policy.

A combined view can combine unlike measures

EcoOnline's current page presents multi-site safety information in one platform and dashboards that help teams see performance and emerging trends. Consolidation can shorten reporting cycles and expose questions that local spreadsheets hide. It does not by itself make two sites' counts, rates, or completion percentages comparable.

One location may include contractors while another excludes them. A near miss may be mandatory at one site and optional at another. Hours, headcount, shifts, inspections, observations, production volume, or days open can each serve as a denominator, but they answer different questions. Sites may also close periods on different dates or revise cases after investigation. A chart can calculate correctly and still support the wrong comparison.

Define a measurement contract before the chart

Each portfolio metric should name its business question, event definition, inclusion and exclusion rules, severity or classification version, reporting population, site and organizational boundary, numerator, denominator, unit, period, time zone, data cut-off, required source systems, duplicate rule, missing-data treatment, late-arrival policy, correction method, owner, reviewer, and permitted uses. The dashboard should expose this definition rather than reducing it to a tooltip label.

Source records should retain establishment or site identity, worker relationship, event and observation times, entered and revised times, classification history, work hours or other exposure basis, contributor system, and completeness status. Aggregation should be reproducible from frozen period inputs. If a definition changes, publish a new metric version or restate identified periods openly instead of blending old and new calculations into an apparently continuous trend.

Separate performance comparison from compliance conclusion

A higher rate may reflect more exposure, a different workforce, better reporting participation, changed classification, or a real safety problem. A lower rate may reflect missing events. The dashboard can direct investigation and resource questions, but accountable EHS owners still need local context and source evidence before ranking sites, assigning cause, judging compliance, or tying consequences to the comparison.

Governance should flag incomplete denominators, sites below reporting thresholds, large retrospective changes, source outages, and values that fail validation. Benchmark views should allow like-for-like cohorts and show excluded locations. Leaders should be able to trace a portfolio value to site contributions and then to the governed source records, while privacy and access rules limit who can inspect worker-level detail.

Test two sites with opposite reporting behavior

A representative evaluation should configure two sites with the same apparent incident count but different contractor coverage, work hours, near-miss definitions, time zones, and late-reporting behavior. Add a corrected classification after period close and remove one source feed for a day. Reviewers should see incomparable values withheld or clearly qualified, reproduce every rate, restate the affected period under policy, and avoid converting reporting volume into an unsupported safety verdict.

Translate this change into the exact population, record type, workflow stage, decision owner, effective date, and evidence that could be affected. Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.

A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
